Do you want a quick fix or a long-term solution?

The risk of a quick fix approach is that if your situation is not quickly fixable, the initiative you put in place may soon fade due to ineffectiveness, and thereby be viewed by your people as another "flavor of the month" or "flavor of the year." If this situation occurs repeatedly, the risk then becomes that your employees learn to not take new initiatives seriously. They adopt a "wait awhile and it will go away" stance, which is clearly an obstacle to any change initiative.
